If you are unsure that your concern is valid, here are some definitions to help you fill out this form:

Bullying: According to the official Stop Bullying website, https://www.stopbullying.gov/what-is-bullying/index.html, bulling behavior includes:

An Imbalance of Power: Kids who bully use their power—such as physical strength, access to embarrassing information, or popularity—to control or harm others. Power imbalances can change over time and in different situations, even if they involve the same people.

Repetition: Bullying behaviors happen more than once or have the potential to happen more than once.
Bullying includes actions such as making threats, spreading rumors, attacking someone physically or verbally, and excluding someone from a group on purpose.

General Threat or Suspicious Behavior:

This MAY include actions such as researching or sharing information about weapons, an extreme interest in violence (movies, essays, writings), or interest in mass violent acts. The person may show the following signs, according to the American Psychological Society:

Increased loss of temper,
Frequent physical fighting,
Increased use of alcohol or drugs
Increased risk-taking behavior
Declining school performance
Acute episode of major mental illness
Planning how to commit acts of violence
Announcing threats or plans for hurting others
Obtaining or carrying a weapon

This is not an all - inclusive list and it is better to make a report and be wrong, than to be silent.
